Attack on family in Compton latest incident in wave of anti-black violence

The trouble began soon after they arrived.
The black family—a mother, three teenage children and a 10-year-old boy—moved into a little yellow home in Compton over Christmas vacation.
When a friend came to visit, four men in a black SUV pulled up and called him a “nigger,” saying black people were barred from the neighborhood, according to Los Angeles County sheriff’s deputies. They jumped out, drew a gun on him and beat him with metal pipes.
It was just the beginning of what detectives said was a campaign by a Latino street gang to force an African American family to leave.
The attacks on the family are the latest in a series of violent incidents in which Latino gangs targeted blacks in parts of greater Los Angeles over the last decade.
Compton, with a population of about 97,000, was predominantly black for many years. It is now 65% Latino and 33% black, according to the 2010 U.S. census. But it’s not only historically black areas that have been targeted.
Federal authorities have alleged in several indictments in the last decade that the Mexican Mafia prison gang has ordered street gangs under its control to attack African Americans. Leaders of the Azusa 13 gang were sentenced to lengthy prison terms earlier this month for leading a policy of attacking African American residents and expelling them from the town.
Similar attacks have taken place in Harbor Gateway, Highland Park, Pacoima, San Bernardino, Canoga Park and Wilmington, among other places. In the Compton case, sheriff’s officials say the gang appears to have been acting on its own initiative.
Sheriff’s detectives said Friday they had arrested Jeffrey Aguilar, 19, of Gardena and Efren Marquez, 21, of Rialto, both alleged members of the Compton Varrio 155 gang, and are continuing to look for more assailants.
“This family has no gang ties whatsoever,” Sheriff’s Lt. Richard Westin said. “They are complete innocent victims here.”
The 19-year-old family friend managed to break free that first day and run into the house, where the children were the only ones at home.
The attackers left, but a half-hour later a crowd of as many as 20 people stood on the lawn yelling threats and epithets. A beer bottle crashed through the living room window as the youngsters watched in horror.
“They were scared if they called the sheriff they’d be killed,” Westin said. “So they called their mom, who called the Sheriff’s Department.”
The gang members were gone by the time deputies arrived, but they kept coming back, almost daily, driving by slowly until they got someone’s attention, then yelling racial insults and telling them to leave. The mother sent the children to live with relatives and is now packing up to leave herself.
“This gang has always made it clear they have a racial hatred for black people,” said Westin, who has worked in the area for more than two decades. “They justify in their own sick minds because of their rivalry with the Compton black gangs. They repeatedly used racial epithets, they use racial hatred graffiti and they tag up the black church a lot.”
At the home on 153rd Street on Friday, the rain-drenched street was empty and quiet. But the gang’s presence was clear.
Its tags marked several long walls, stop signs, curbs and school crossing signs — often with the nicknames of individual gang members included.
Crews remove the graffiti almost every morning.
Down the street, the Greater Holy Faith Missionary Baptist Church — a remnant from the time when Compton was almost all black — is often tagged, most recently, just below the cross.
Neighbors say its pastors come on Sundays and no longer live in the area.
“This is a typical American family,” said Sheriff’s Capt. Mike Parker. “It is tragic that it can happen in America, let alone L.A. County. We are not going to tolerate it.”
Sheriff’s detectives have searched 11 locations in Compton, Gardena and Rialto and are hoping to make more arrests.
Aguilar is accused of beating the family friend with the pipes and Marquez is accused of waving a gun in his face.
Deputies also arrested a juvenile gang member who fought with one of them during a search and tried to grab the officer’s pistol.
Compton Councilwoman Yvonne Arceneaux said she was deeply troubled by the incident.
“I’m floored,” she said. “That’s blatant to tell a family you can’t live in this area because you are black. That’s just shocking.”
Two decades ago, when Arceneaux joined the Compton City Council, she said that older blacks occupied the well-maintained, small homes in the neighborhood. But as they died or moved away, Latinos moved in.
Although she noted cultural differences between blacks and Latinos, she said she thought they were minor.
Arceneaux said she plans to reach out to the family and get the City Council involved.
“We need to address these issues,” she said. “Because if they continue to fester like this, then it can spread to the whole city.”
Latino gang attacks on African Americans have occurred periodically since the 1990s in Compton.
Johnathan Quevedo, a security guard and college student, said he was shot and wounded by four Latino gang members in 2007.
Quevedo, who has African American features he inherited from his Panamanian mother, said he was walking to the Metro to take a train to his job at the downtown Marriott Hotel one morning when four Latino youths with shaved heads jumped from an SUV and ran at him. One shot him in the head, and Quevedo spent the next year recuperating.
“They didn’t know who I was. I didn’t know who they were,” Quevedo said. “I got shot because of my skin color, because I’m a black male.”

Obama faces black resentment over immigration push

WASHINGTON — No sooner did President Barack Obama and a group of senators separately outline proposals to revamp the nation’s immigration system than the phone lines on several African-American-oriented talk radio shows heated up with callers blasting the plans.
“Amnesty,” complained Frankie from Maryland recently on the nationally syndicated “Keeping it Real with Al Sharpton.”
A political payback to Hispanic voters that does little or nothing for African-Americans, reasoned Sam from Milwaukee on Wisconsin’s 1290 WMCS AM’s “Earl Ingram Show.”
“Our issues are not being highlighted and pushed, and things like gay marriage and (immigration) are being pushed to the forefront,” the caller said. “Hispanics are effectively organized. For us not to be organized and for us not to hold our leadership accountable is disheartening.”
Although the civil rights establishment, from the National Association for the Advancement of Colored People to the Urban League and Sharpton, squarely back Obama’s desire to tackle immigration, the president’s call has reignited complaints within the African-American community that he is addressing the specific needs of almost all major voting blocs — Hispanics, women, gays — except for the African-Americans who gave him 93 percent of their vote.
Obama addressed the immigration issue again Tuesday in his State of the Union address.
And it’s not just the immigration issue that is angering African-Americans.
Some members of the Congressional Black Caucus are quietly seething because Obama hasn’t met with the 42-member group since May 13, 2011. Rep. Alcee Hastings, D-Fla., told a convention of African-American newspaper publishers that the black caucus sent the White House the names of 61 potential candidates for positions in a second-term administration that already is coming under fire for being heavy on white males.
“Not one of that 61 was selected. Not one,” Hastings told the black newspaper executives.
Obama administration officials reject assertions that the president is race-adverse. Obama has consistently said he takes a “rising tide lifts all boats” approach to governing and that his policies benefit all Americans, not just one group.
But some African-Americans view Obama’s immigration drive as a sign that the Democratic Party takes black voters for granted, and is focused now on Hispanics, the nation’s fastest-growing minority group.
“The amount of blacks who are impacted by this legislation is so small it’s infinitesimal,” talk-show host Earl Ingram said. “Minuscule.”
“I would say a bulk of my listenership is anti-immigration,” Ingram said. “They look at what’s going on with immigration as an affront to African-Americans who can’t pay their mortgages because many of the immigrants come here, they are hired at less than minimum wage.”
Ingram says many of his listeners see Obama’s attempt to push forward on immigration as a reminder of what the president hasn’t done to improve economic conditions for African-Americans.
The African-American unemployment rate is at 13.8 percent, according to recently released government figures, nearly twice the 7 percent jobless rate for whites. The nation’s overall unemployment rate is 7.9 percent. For Hispanics, the rate is 9.7 percent.
Some civil rights leaders say that African-American concerns about the White House and Congress pushing for new immigration laws are overhyped.

Number of the Week: Half of U.S. Lives in Household Getting Benefits

49.1%:Percent of the population that lives in a household where at least one member received some type of government benefit in the first quarter of 2011.
Cutting government spending is no easy task, and it’s made more complicated by recent Census Bureau data showing that nearly half of the people in the U.S. live in a household that receives at least one government benefit, and many likely received more than one.
The 49.1% of the population in a household that gets benefits is up from 30% in the early 1980s and 44.4% as recently as the third quarter of 2008.
The increase in recent years is likely due in large part to the lingering effects of the recession. As of early 2011, 15% of people lived in a household that received food stamps, 26% had someone enrolled in Medicaid and 2% had a member receiving unemployment benefits. Families doubling up to save money or pool expenses also is likely leading to more multigenerational households. But even without the effects of the recession, there would be a larger reliance on government.
The Census data show that 16% of the population lives in a household where at least one member receives Social Security and 15% receive or live with someone who gets Medicare. There is likely a lot of overlap, since Social Security and Medicare tend to go hand in hand, but those percentages also are likely to increase as the Baby Boom generation ages.
With increased government spending comes the need to pay for it, and if taxes aren’t going to increase that means deficits. Nearly three-quarters of Americans blame the U.S. budget deficit on spending too much money on federal programs, according to Gallup poll last year, but when the conversation turns to which programs to cut, the majorities are harder to find. For example, 56% of respondents oppose making significant changes to Social Security or Medicare.
The more people who receive benefits, the harder it’s going to be to make cuts, and it’s never popular to raise taxes. In some respects that argues for letting a combination of tax increases and spending cuts that is set to automatically hit in 2013 take effect. There’s just one problem: the Congressional Budget Office says it would sink the economy into recession.
Letting the 2013 provisions come into force would be like dealing with a weight problem by cutting off your right arm. It may not be popular, but a long-term, well-planned diet is the only solution.
[At] the end of President Clinton’s term…the budget was balanced. Annual federal spending was $1.94 trillion, revenue was $2.10 trillion. Adjusting for inflation and population growth since the start of 2001, today’s equivalents would be $2.77 trillion in spending and $3.00 trillion in revenue. That would be a nice budget surplus of $230 billion.
So where did it go? Was it the Bush tax cuts? The Obama stimulus? The recession? Yes, yes, and yes; but the blame is not shared equally.
Today the federal government is collecting $2.67 trillion in revenue ($330 billion short of the Clinton-equivalent) and is spending $3.76 trillion. Yes, that’s right; we are spending $987 billion more than if we increased the last Clinton budget for inflation and population growth. It sure looks to me like spending is the main culprit.
The fiscal cliff would raise taxes by enough to replace much or all the missing revenue, but would only eliminate about 10 percent of the new spending. We need to get serious about spending cuts.

In Newham, the east London borough which hosted the Olympics, 24.3 per cent of all households have no one who speaks English as a main language.
A further 5.1 per cent of households in the area have no one over the age of 16 from whom English is a main language.
In Brent, north-west London, 22.4 per cent of households do not mainly speak English, the same rate as in Westminster and just ahead of Ealing in the west of the capital.
In Newham, which claims to be the most ethnically diverse area in western Europe, the council has already taken steps to encourage people to use English including stopping all foreign language newspapers from local libraries.
Translation services have been cut and the council has banned all funding for community groups or events aimed exclusively at a single ethnic or religious group, as part of a policy designed to promote integration and “Britishness”.

In the most predictable demographic revolution ever, the Census Bureau reported that nonwhite babies now make up a majority of all births.
This shift was inevitable as long as the basic architecture of the 1965 Immigration and Nationality Act remained in place. It ended the old system of per-country quotas and — together with subsequent liberalizations — unleashed a flood of immigration from Latin America and Asia. So long as about a million new immigrants entered the country every year, a demographic transformation was assured as a matter of mathematics.
By 2010, the immigrant population was 40 million, following the highest decade in immigration in our history. According to the Center for Immigration Studies, the immigrant population had doubled since 1990, nearly tripled since 1980 and quadrupled since 1970. Hispanics went from about 4 percent of the population in the mid-1960s to 16 percent in 2010.
Ted Kennedy and other architects of the 1965 law predicted that nothing much would come of the law’s changes. “Our cities will not be flooded with a million immigrants annually,” Kennedy insisted, and “the ethnic mix of this country will not be upset.” Forty-five years later, Hispanics are roughly 26 percent of all births, blacks 15 percent, and Asians 4 percent.
These categories aren’t quite as clear-cut as advertised. About half of Hispanics identify their race as white on the census, a phenomenon that was neglected until The New York Times started calling George Zimmerman a “white Hispanic,” apparently on grounds that an unambiguously Hispanic man couldn’t possibly be involved in a racially charged shooting of a young black man.
At its best, this country absorbs immigrants and makes them fully American. The question is whether we can do it now, with our common culture under assault at the same time we are experiencing a historic wave of immigration.
In 1910, immigrants were a greater percentage of the population, at 14.7 percent, than they were in 2010, at 12.9 percent. And many of those immigrants weren’t considered “white.” In 1922, an Alabama court threw out a miscegenation conviction against a black man because he had married a Sicilian woman. The court reasoned that she wasn’t conclusively white enough to commit the crime of interracial marriage. A scholar wrote a book in the 1990s suggestively titled “How the Irish Became White.”
That all feels like ancient history now, a tribute to the wonders of American assimilation. It is still at work. A Pew Hispanic Center survey found that the longer Hispanics are here and the more money they make, the more likely they are to call themselves “typical Americans.” About 36 percent of Asian American women marry someone of another race.
But the assimilation machine is growing creaky. Diversity is now an industry. Multiculturalism, an ideology hostile to the assimilationist ethic, is ascendant in the schools. An obsessive racialism is sanctioned by government, which draws congressional districts and awards contracts based on race. The universities and corporate America are in thrall to affirmative action.
There is no more apt symbol of the potency of the new “one-drop rule” in American life than the Democratic Senate candidate in Massachusetts, Elizabeth Warren, who thought it would be to her advantage to tout her alleged 1/32 Cherokee heritage in her academic career.
All this comes as the nature of immigration has changed since the early 20th century. After its high in 1910, the percentage of immigrants plunged in ensuing decades. We paused to integrate the immigrants we already had. The current wave is slowing but not stopping. It is dominated by immigrants speaking one language, many of whom are from one country. About one out of 10 births in America is to a woman born in Mexico. That is unprecedented.
If we are to avoid the racialized politics that tears at the fabric of other multiracial societies, we’ll need a revival of a patriotic assimilation that long ago fell out of style. More pluribus demands more unum.

The proverbial Melting Pot where all immigrants assimilated into one American society is no longer applicable. When other big immigration groups came into this country a few generations ago the situation was very different from what it is today. Many early immigrants made the hard decision to come to America with an understanding that they were breaking ties with their old country. Learning a new culture and a new language was not a choice. Our society was a true melting pot and immigrants were expected to fully assimilate into the American culture- but things have changed. Today the term Salad Bowl is often used as a substitute for the Melting Pot. In a salad you may have different ingredients tossed together to form a perfect combination; but the ingredients maintain their differences and do not blend into the mix.
Assimilation no longer works because our society is different now from what it was before. New immigrants today can easily maintain close ties with their home country through Internet connections, telephone communication, and accessible travel. They are also able to have access to their cultural heritage and language through product and service offerings that are targeted to the Latino community. The idea of diversity and maintaining one’s heritage has become very important in the American culture and works against the assimilation tendency.

…The American-born Rivera has sold at least 15 million records — more than many other successful and widely acclaimed singers in the United States. Anger at California ‘maternity mansion’ where Chinese pregnant woman pay to give birth so their babies will be American citizens

Dozens of Chinese mothers are giving birth to their babies in a house atop a hill in a wealthy neighborhood of Chino Hills, California – and they’re paying thousands of dollars for the privilege.
Neighbors say the home is a ‘maternity mansion,’ a hotel where Chinese women stay for the last few months of their pregnancy so their children are born on American soil – and are therefore American citizens.
Experts say the practice is widespread and that authorities are nearly powerless to stop it. The 14th Amendment guarantees that any person born in the United States is an American citizen and is afforded all the rights granted by the Constitution.
‘I do believe they are taking advantage of a loophole that has been found. Because what I understand after doing my research and homework is that it is an epidemic and it’s nationwide,’ Rossana Mitchell, a Chino Hills resident who is trying to shut down the ‘maternity mansion’ in her neighborhood, told KABC-TV.
The Chino Hills home is owned by Hai Yong Wu, a Chinese national who operates the website AsiamChild.com.
The website says that for $5,000 to $15,000, Chinese women can stay for the remainder of their pregnancies in the seven-bedroom home and give birth to their child on U.S. soil.
The Chinese-language site also includes tips on how expectant mothers can hide their pregnancies from U.S. customs officials.
The site suggests women wear black and put a backpack or a bag in front of their bulging stomachs.

Offer: The website explains to parents how to take advantage of welfare services in the U.S.
It also lists the benefits of being a U.S. citizen, including the social safety net, free education and a path for citizenship for the parents when the child turns 21.
‘They’re selling U.S. citizenship. They’re putting a price on it and they’re bringing people over here specifically for that reason,’ Sandy Hayden, another Chino Hills resident, told KABC.
The city of Chino Hills has issued the owner a cease and desist order – though the only recourse is charging a zoning violation for operating a hotel in a residential area.
Otherwise, the practice appears to be entirely legal.
The concept of ‘anchor babies’ briefly became an issue during discussions of illegal immigration.
Some conservatives feared illegal Mexican immigrants were having children in the country in an effort to insulate them from deportation.
